Allows municipalities and state agencies to participate in nonprofit energy buying consortia for competitively procured electricity, natural gas, renewable energy, and related products without complying with standard municipal or state competitive bidding requirements.

Defines "competitively procured program" as requiring at least 15 days' public notice in newspapers and on websites, clear evaluation criteria, and best value standards that may consider factors beyond price such as supplier financial strength and customer service availability.

Restricts participating buyers located within municipal electric utility service areas from purchasing electricity, electricity-related products, or renewable energy through the consortium.

Defines "nonprofit energy buying consortium" as tax-exempt organizations under Internal Revenue Code sections 501(c)(3) or 501(c)(4) that aggregate multiple public buyers for energy procurement.

Takes effect on October 1, 2018.
