Prohibits internet service providers from selling or transferring a consumer's personally identifying information without express and affirmative written permission that is separately solicited, clear, specific about recipients and scope, includes a warning about third-party risks, and expires within one year.

Bans internet service providers from sending or displaying targeted advertisements based on a consumer's browsing history without express and affirmative permission.

Prohibits internet service providers from refusing service to consumers who decline to grant permission for data sales or targeted advertising.

Exempts disclosures made in response to subpoenas, summons, warrants, or court orders, and disclosures to the consumer whose information is involved.

Effective October 1, 2018.
