Authorizes the Department of Energy and Environmental Protection to distribute 25% of community investment account funds as grants to lake authorities or associations for invasive species control measures.

Limits grants to lake authorities or associations to a maximum of $25,000 per grant and restricts grants to no more than one-third of the reasonable costs for control measures.

Requires that any lake receiving grant funds must provide access to members of the general public.

Directs the Auditors of Public Accounts to conduct a forensic accounting of community investment account expenditures for the two preceding fiscal years and report findings to relevant legislative committees by January 1, 2019.

Effective date: October 1, 2018.
