Requires owners and operators of chemical facilities with hazardous chemicals to update hazard mitigation and evacuation plans to address flooding, severe weather events, and sea level rise risks identified by the Department of Energy and Environmental Protection.

Identifies at-risk facilities using sea level change scenarios published by the National Oceanic and Atmospheric Administration in Technical Report OAR CPO-1 and related updates.

Mandates submission of updated hazard mitigation and evacuation plans to applicable local emergency planning committees within 60 days of completion.

Requires local emergency planning committees to review submitted plans and determine necessary changes to community chemical emergency plans, including enhanced notification and evacuation procedures.

Takes effect October 1, 2018, and amends Section 22a-610 of the general statutes.
