Repeals and replaces Section 16-34a of the general statutes, effective October 1, 2018

Requires the Public Utilities Regulatory Authority to submit annual reports to the joint standing committee on energy describing gas companies' lost and unaccounted for gas percentages, leak reduction strategies, monitoring systems, and distribution system leaks

Lowers the threshold for investigating lost and unaccounted for gas from three percent to one percent per calendar year

Directs the authority to establish a cost mechanism in investigation dockets to reduce lost and unaccounted for gas, replace aging infrastructure, and comply with long-term emissions reduction requirements, which may be incorporated into the purchased gas adjustment clause
