Prohibits disaggregation of student data by ethnic subgroups in the state-wide public school information system, effective July 1, 2018

Creates exceptions allowing disaggregated ethnic data only when (1) required under federal law, or (2) collected uniformly for all ethnic subgroups across the entire state student population

Requires the Department of Education to maintain a standardized electronic data collection system tracking student performance, teacher credentials, and school/district metrics

Mandates all school districts participate in the system and report required information, with the department providing technical assistance and training

Permits nonprofit educational organizations and school district superintendents limited access to system data for educational evaluation and examination purposes
