Establishes a reading readiness program administered by the Department of Education that provides tiered supports in early literacy to all school districts, effective July 1, 2018.

Requires the Department to assess reading readiness of students in kindergarten through grade three and identify early literacy needs based on factors including multiyear literacy plans, teacher training in reading science, access to literacy coaches, and embedded reading intervention staff.

Provides three tiers of support: Tier one universal supports including online professional development modules; Tier two targeted supports with literacy leadership training and external coaching; Tier three intensive supports with multiyear departmental support and dedicated literacy coaches.

Expands personal reading plan requirements to all local and regional boards of education for students in grades three through five who fail to meet state reading standards on the mastery examination, effective July 1, 2018.

Allows school districts to require summer school attendance for students in grades four, five, or six who fail to make progress with remedial reading instruction, with non-attendance resulting in retention unless exempted by the superintendent.
