Requires each state department, agency, and institution providing or facilitating clinical or health care services at state expense to submit an annual report to the Secretary of the Office of Policy and Management, effective January 1, 2019, and annually thereafter

Reports must address policies and procedures for seeking reimbursement from third parties for the cost of such services whenever possible

Reports must address policies and procedures for ensuring the state serves as payor of last resort for clinical and health care services

Effective date is October 1, 2018, and amends Section 4-67 of the general statutes
