Requires the Connecticut Health Insurance Exchange to obtain prior approval from the joint standing committee on insurance before increasing assessments or user fees charged to health carriers.

Establishes a 60-day review period for the insurance committee to act on proposed fee increases or calculation method changes; proposals are deemed denied if the committee does not act within this timeframe.

Authorizes the exchange to implement and change methods of calculating assessments and user fees, but only with legislative approval for any increases or method changes.

Restricts subsidiaries of the exchange from exercising the power to charge assessments or user fees; these powers remain reserved exclusively to the exchange.

Takes effect October 1, 2018 and amends sections 38a-1083 and 38a-1093 of the Connecticut General Statutes.
