Requires health carriers offering qualified health plans through the Connecticut Health Insurance Exchange to pay reasonable commissions to insurance producers who assist individuals or small employers in selecting plans, effective January 1, 2019.

Directs the exchange to establish a schedule of reasonable commissions that health carriers must pay to insurance producers.

Establishes a complaint system within the exchange to handle written complaints from insurance producers regarding health carriers' failure to comply with commission payment requirements.

Grants the Insurance Commissioner authority to examine the exchange's complaint and recordkeeping systems, require revisions if inadequate, and enforce compliance with commission payment obligations.

Allows health carriers to appeal any commissioner orders or decisions regarding commission compliance in accordance with Connecticut insurance law.
