Increases the additional fee charged for moving violations from $15 to $20, effective October 1, 2018, with amounts remitted to municipalities where violations occurred.

Allows the Commissioner of Motor Vehicles to provide motor vehicle operator retraining programs to operators assessed fewer than 5 points who request participation.

Enables the Commissioner of Motor Vehicles to deduct points from an operator's license record upon successful completion of a motor vehicle operator's retraining program.

Changes statutory language from "owner" to "holder" of an operator's license in regulations governing point assessments and driver improvement courses.

All provisions take effect October 1, 2018.
