Requires the Department of Transportation to obtain legislative approval before implementing any increase in mass transportation fares, effective October 1, 2018.

Mandates the department provide public notice at least 15 days before a public hearing on proposed fare increases or service reductions, with notice published in newspapers with statewide circulation and sent to relevant legislative committee chairs and ranking members.

Establishes a 30-day approval process where the General Assembly must vote by majority in each house to approve or reject a proposed fare increase; the increase is deemed approved if the legislature fails to vote within 30 days while in session.

Applies the approval requirement only to fare increases, not service reductions, which require public notice and hearing but not legislative approval.

Allows the department to proceed with service reductions without legislative approval if proper public notice and hearing procedures are followed.
