Prohibits owners or lessees of private property from issuing parking citations or imposing monetary sanctions on vehicle owners parked on their property.

Makes municipal ordinances that restrict overnight street parking for less than thirty days null and void unless they include an exception allowing homeowners to park overnight in front of their own residence with a parking pass or permit.

Permits municipalities to dissolve established parking authorities or parking divisions by adopting an ordinance to repeal the ordinance that created them.

Requires vehicles displaying disability placards or special license plates to park free of charge at spaces reserved for persons who are blind and persons with disabilities, and allows unlimited parking duration at any legally permissible location.

Provides legal protection to individuals who force entry into a passenger vehicle to rescue a child or animal from imminent danger of serious bodily injury, provided they report the entry to law enforcement and use only necessary force.
