Establishes a pilot program allowing up to four municipalities to install speed detecting cameras at no more than five intersections and five school zone intersections per municipality, effective October 1, 2018.

Defines "speed detecting cameras" as devices that automatically record license plate images of vehicles exceeding posted speed limits and display the date, time, location, and speed on the recorded image.

Requires the Department of Transportation, in consultation with the Office of Policy and Management and Department of Emergency Services and Public Protection, to administer the pilot program with municipalities applying to the Commissioner of Transportation.

Mandates the commissioner submit a report on pilot program findings and recommendations to the joint standing committee on transportation by January 1, 2020.

Requires the Commissioner of Transportation to erect and maintain speed warning signs on Interstate 95 between Old Saybrook and East Lyme as approved by the Office of State Traffic Administration, effective October 1, 2018.
