Establishes the Connecticut Transportation Authority as a public instrumentality with a 15-member board of directors including four ex officio state commissioners and eleven appointed members from the Governor and General Assembly leadership.

Grants the authority power to construct, maintain, and oversee electronic tolling systems on Interstate 95, Interstate 91, Interstate 84, the Wilbur Cross Parkway, and the Merritt Parkway.

Authorizes the authority to set and collect tolls, issue bonds, enter reciprocal agreements with other states, and implement variable toll rates based on congestion, vehicle type, and occupancy, with exemptions for high-occupancy vehicles and certain state-owned vehicles.

Requires the authority to hold public information meetings before implementing tolling systems and to develop privacy policies for customer data collected by toll operators.

Amends statutes to designate the Connecticut Transportation Authority as a quasi-public agency subject to procedures for budgeting, hiring, contracting, and bond issuance under state oversight.
