Repeals and replaces Section 46b-22 of the general statutes effective October 1, 2018 to expand authorization for persons who may solemnize marriages in Connecticut.

Allows the Secretary of the State to adopt rules for appointing a person to be a justice of the peace for a single joining of persons in marriage, in addition to existing town-appointed justices of the peace.

Maintains existing penalties of up to fifty dollars for violations of marriage solemnization provisions.

Preserves authorization for judges, family support magistrates, state referees, ordained or licensed clergy, and town-appointed justices of the peace to solemnize marriages.

Continues prohibition on public officials who issue marriage licenses from joining persons in marriage under licenses they issued.
