Department of Developmental Services must evaluate annually the needs of persons with intellectual disability turning 21 during the school year and report funding projections to legislative committees by January 1, 2019 and annually thereafter.

Department must provide day, employment, and other support services to eligible persons with intellectual disability immediately following the end of the school year in which they turn 21, beginning January 1, 2019.

Governor cannot reduce allotment requisitions or allotments related to graduate funding for persons with intellectual disability.

Commissioners of Developmental Services and Social Services must adjust payments to nonprofit private providers based on direct care employee salary increases, including compensation and pension benefits, effective July 1, 2018.

Department of Developmental Services must establish a training and development advisory committee comprised of disability rights representatives, government officials, private care providers, and direct care worker organizations to develop training guidelines for direct care workers serving persons with intellectual disability.
