Amends Section 9-311a of the general statutes to modify automatic recanvass rules for town meeting member elections effective October 1, 2018.

Restricts automatic recanvasses for town meeting member positions in municipalities with representative town meetings exceeding 200 members to only those elections where the margin is less than one-half of one percent of total votes cast.

Eliminates the alternative trigger for town meeting member recanvasses that previously allowed automatic recanvasses when the margin was less than 20 votes.

Maintains the existing recanvass procedures and notification requirements once an election qualifies for recanvassing, including candidate notification and moderator responsibilities.

Preserves candidates' rights to pursue judicial proceedings under Chapter 149 regarding election disputes.
