Enacts the Agreement Among the States to Elect the President by National Popular Vote as Connecticut law, allowing Connecticut to join the interstate compact.

Requires each member state to conduct a statewide popular election for President and Vice President and appoint presidential electors based on the national popular vote winner across all member states.

Establishes procedures for chief election officials to determine the national popular vote total, designate the winner, and certify elector appointments accordingly by six days before electors meet.

Takes effect once member states cumulatively possessing a majority of electoral votes (270 votes) have enacted the agreement in substantially the same form.

Permits member states to withdraw from the compact except during the final six months of a President's term, and terminates automatically if the electoral college is abolished.
