Clarifies petition filing procedures for state, district, and municipal offices by reorganizing language to specify registrars must (1) indicate date and time of filing, (2) certify the number of enrolled signers, and (3) file certified pages with appropriate officials within seven days of receipt.

Updates voting tabulator language to replace "it" with "such voting tabulator" for clarity and specifies that duplicate votes for cross-endorsed candidates are deemed unassigned votes to be attributed to endorsing parties based on calculated percentages.

Requires the Secretary of the State to publish and permanently archive on its Internet website any declaratory ruling or opinion issued on or after January 1, 2019, effective January 1, 2019.

Mandates that the random selection process for voting districts subject to audit be open to the public and occur no later than 72 hours after any election or primary.

Makes technical corrections to election statutes including replacing "which" with "that" and "can not" with "cannot" for consistency and clarity; various sections effective July 1, 2018, with Section 4 effective January 1, 2019.
