Eliminates the position of regional election monitor in each planning region, effective July 1, 2018.

Transfers moderator and alternate moderator training responsibilities from regional election monitors to registrars of voters who volunteer to serve as instructors selected by the Secretary of the State.

Requires the Secretary of the State to establish a curriculum for instructional sessions and ensure at least one instructional session is held in each congressional district annually.

Removes references to regional election monitors and regional instructional sessions from statutes governing the Secretary of the State's duties and regional councils of governments.

Fully repeals section 9-229b of the general statutes, which previously governed regional election monitor positions and duties.
