Requires a two-thirds vote in each house of the General Assembly to enact any bill that creates or enlarges a state mandate to local governments, effective October 1, 2018

Applies to bills reported by joint standing committees, bills amended by either house, and bills from conference committee reports that create or enlarge state mandates

Bills creating or enlarging state mandates must still be referred to the joint standing committee on appropriations and budgets unless that referral is dispensed with by a two-thirds vote of each house

The appropriations committee must determine whether a bill creates a mandate, whether the state will reimburse local governments for compliance costs, and the reimbursement terms and duration
