Repeals and replaces Section 22a-15 of the general statutes regarding public trust in natural resources, effective from passage.

Adds explicit exemption for private drinking wells from the public trust doctrine, stating they are excluded from protection and preservation requirements.

Maintains public trust protections for air, water (except private wells), and other natural resources of Connecticut against unreasonable pollution, impairment, or destruction.

Establishes that private drinking wells are not subject to regulation by the state water plan, as they are not held in public trust.
