Establishes a public-private partnership advisory council to recommend cost-efficient delivery of human services through contracts between state departments (Social Services, Developmental Services, Children and Families, Mental Health and Addiction Services) and private nonprofit entities.

Advisory council consists of 13 members including nonprofit representatives appointed by legislative leaders, four state department commissioners, two persons appointed by the Governor, and the Secretary of the Office of Policy and Management.

Requires all appointments within 30 days of passage and first meeting within 60 days; speaker of House and president pro tempore of Senate select council chairpersons.

Advisory council must submit report by November 1, 2018 to joint standing committees on appropriations, children, human services, and public health; joint committees shall hold public hearing within 30 days of receipt.

Authorizes state commissioners to contract for human services delivery based on advisory council recommendations and exempts such contracts from section 4e-16 of general statutes; advisory council terminates January 1, 2019.
