Establishes a two-generational initiative coordinated by the Office of Early Childhood to promote family economic self-sufficiency in low-income households through comprehensive service delivery supporting early childhood care, education, health, and workforce readiness.

Creates a Two-Generational Advisory Council with members from the General Assembly, state agencies (Social Services, Early Childhood, Education, Housing, Transportation, Public Health, Correction, Labor), courts, and representatives from low-income households and nonprofits to advise on policy and systems improvements.

Designates New Haven, Hartford, East Hartford, West Hartford, Norwalk, Meriden, Windham, Enfield, Waterbury and Bridgeport as learning communities to implement the two-generational service delivery approach with peer-to-peer technical assistance.

Requires the Advisory Council to submit a report by December 31, 2018 to relevant legislative committees with recommendations on systems improvements, barrier elimination, and data sharing protocols across partner agencies.

Authorizes data sharing between the Department of Social Services and the Commissioner of Early Childhood to implement the two-generational initiative while maintaining privacy protections.
