Requires community action agencies administering fuel assistance programs to pay fuel vendors within 30 business days of receiving an authorized fuel slip or invoice, effective November 1, 2018.

Mandates the Commissioner of Social Services include a vendor payment plan in the annual Connecticut energy assistance program plan submitted to legislative committees.

Requires the Commissioner to report annually on any community action agencies that failed to make timely payments to fuel vendors and the steps taken to ensure future compliance.

Ensures the Commissioner of Social Services submits all plans and reports to the Low-Income Energy Advisory Board at least seven days before submitting them to relevant legislative committees.
