Establishes a Connecticut Blockchain Working Group appointed jointly by the chairpersons and ranking member of the joint standing committee on commerce to develop a master plan for expanding the blockchain industry in the state.

Master plan must identify economic growth opportunities from blockchain technology, assess the state's existing blockchain industry, review workforce and academic program needs, and make legislative recommendations to reduce barriers and expedite industry expansion.

Working group membership includes at least five members with blockchain knowledge or industry experience, at least two members from state institutions of higher education, and the Commissioner of Economic and Community Development as an ex-officio member, with all appointments due within 30 days.

First meeting must be held by July 1, 2018, with the working group chairperson scheduled by the joint committee members.

Working group must submit findings and recommendations report to relevant legislative committees by January 1, 2019, and terminates upon report submission or January 1, 2019, whichever is later.
