Directs the Commissioner of Economic and Community Development to provide annual grants-in-aid to regional workforce development boards for advanced manufacturing training programs from fiscal year 2019 through 2023, including the Eastern CT Manufacturing Pipeline Initiative.

Allocates $1 million for fiscal year 2019, $2 million for fiscal years 2020-2021, and $2.5 million for fiscal years 2022-2023 for advanced manufacturing training grants.

Requires the president of Connecticut State Colleges and Universities to negotiate an agreement providing at least 1,000 square feet of unused laboratory space at Three Rivers Community College to the Eastern Connecticut Workforce Investment Board for plastics manufacturing training.

Mandates the Commissioner of Economic and Community Development to submit a comprehensive report by January 1, 2019, and every three years thereafter, detailing the capital needs of submarine manufacturing businesses in Connecticut and recommending legislative solutions to address those needs.
