Commissioner of Energy and Environmental Protection must consult with Commissioner of Administrative Services, Secretary of Office of Policy and Management, and Waterford's chief elected official by September 1, 2018 to develop a request for information regarding uses of the former Seaside Sanatorium facility in Waterford

Any request for information must require that responses include repair and preservation of the property's seawall to ensure public access of at least 100 feet landward from the shoreline across the full length of coastal frontage

The four officials shall review responses, determine whether to receive presentations from respondents, and decide the highest and best use for the property within 90 days of the last presentation or decision not to receive presentations

Following the highest and best use determination, the officials must develop a request for proposals and submit it to the joint standing committees having cognizance of environment and state property matters for approval
