Extends the school security infrastructure competitive grant program through fiscal year 2019 (previously ending 2018) for towns, regional educational service centers, state charter schools, technical high schools, incorporated/endowed high schools, and nonpublic schools to reimburse security improvements and personnel training.

Expands grant program eligibility to include licensed child care centers and private preschool operators that have received threats, with a cap of $50,000 per grant and 10% of available funds reserved for nonpublic schools and child care facilities.

Requires local and regional boards of education to substitute a crisis response drill for a fire drill once every three months (in consultation with law enforcement) and annually report all fire drills and crisis response drills to the Department of Emergency Services and Public Protection and Department of Education.

Mandates that local emergency operations plans include provisions for notifying all public and nonpublic schools and child care facilities of emergencies, including relevant safety/evacuation information and updates, effective July 1, 2018.

Requires school security and safety committees to include representation from school and child care providers in local civil preparedness advisory councils.
