Modifies the state-wide public school information system to track and report data on student, teacher, and school/district performance, including segregated data for middle college programs, early college high schools, and Connecticut Early College Opportunity programs (effective July 1, 2018)

Expands student data collection to include primary home language, transcripts, attendance, mobility, and kindergarten readiness assessments

Requires collection of teacher data including credentials, master's degrees, certification levels, class size, and absenteeism; assigns unique identifiers to all teachers

Mandates collection of higher education enrollment and graduation data for students with unique identifiers, including segregated data for early college programs

Directs the Department of Education to study funding for middle college and early college programs and submit recommendations to the legislature by January 1, 2019

Exempts students employed by their school district and noncredit adult education teachers from certain employment provisions (effective July 1, 2018)
