Establishes a task force to examine Connecticut's system for fingerprinting and processing state and national criminal history records checks for educators, employees, applicants, substitute teachers, and volunteers of local and regional boards of education, interdistrict magnet schools, and regional educational service centers

Task force composition includes the Commissioner of Emergency Services and Public Protection, the Commissioner of Education, and one representative each from six associations: Alliance of Regional Educational Service Centers, Connecticut Association of Public School Superintendents, Connecticut Association of Boards of Education, Connecticut Association of Schools, Connecticut Education Association, and American Federation of Teachers-Connecticut

All task force appointments must be made within 30 days of the effective date, with the Alliance of Regional Educational Service Centers representative serving as chairperson

First task force meeting must be held no later than 60 days after the effective date

Task force must submit findings and recommendations to the joint standing committees on education and public safety by January 1, 2019, and shall terminate upon report submission or January 1, 2019, whichever is later
