Modifies eligibility requirements for agricultural employers to participate in the unemployment compensation system, effective October 1, 2018.

Changes the threshold from "any" calendar quarter to "two consecutive" calendar quarters in which an employer must pay $20,000 or more in cash remuneration to agricultural workers.

Increases the alternative threshold from 20 different calendar weeks to 40 different calendar weeks in which an employer must have employed 10 or more agricultural workers.

Requires that when using the consecutive quarters threshold, the $20,000 minimum wage payment must be made in each of the two quarters.
