Prohibits state employees from using state-owned take-home or garaged vehicles for personal purposes outside their official capacity, effective July 1, 2018, except for employees covered by existing collective bargaining agreements until those agreements expire.

Requires state employees who violate this prohibition to reimburse the state for vehicle damage, normal wear and tear, required maintenance, and mileage incurred during private use, using the reimbursement rate established in section 5-141c.

Removes vehicle use from collective bargaining negotiations, specifying that "wages, hours and other conditions of employment" in state employee bargaining agreements shall not include questions related to state-owned vehicle use.

Directs the Labor Commissioner and Department of Administrative Services to study state-owned take-home vehicle use, including the number of vehicles and employees involved, maintenance costs, depreciation, accident data from 2010-2018, and the value of the take-home benefit.

Requires the Labor Commissioner to report study findings and recommendations to the joint standing committee on labor and public employees by July 1, 2019.
