State agencies, boards, and commissions collecting health care demographic data must implement uniform collection methods allowing data aggregation and disaggregation across agencies by January 1, 2020.

Agencies must expand race and ethnic categories for Asian, African-American, Hispanic, and Native Hawaiian and other Pacific Islander populations to include subgroup identities present in the state.

Data reporting must include counts or percentages for individuals selecting sole ethnic or racial designations, multiple designations, and combined designations to provide complete demographic breakdown.

Agencies must develop implementation plans by January 1, 2019, and report annually to the federal Office of Personnel Management starting July 1, 2020.

Data reporting must prevent individual identification through aggregation at state, county, city, census tract, or zip code levels, with exceptions for data from local agencies and data required to meet federal requirements.
