Expands service of civil process to include motor vehicle owners and operators with last-known addresses in Connecticut, whether or not their vehicles are registered in the state.

Allows service on unlicensed motor vehicle operators with a Connecticut last-known address by filing documents with the Commissioner of Motor Vehicles and mailing copies via certified mail at least 12 days before the return date.

Permits service on vehicle owners who have not registered their vehicles in Connecticut if their last-known address is in the state, provided service at the owner's address is impossible and the vehicle caused injury.

Requires the serving officer to certify that diligent efforts were made to serve the defendant at their address on file with the Department of Motor Vehicles before service on the Commissioner.

Establishes a $50 service fee paid to the Commissioner of Motor Vehicles at the time of service, which becomes part of the plaintiff's court costs if the plaintiff prevails.
