Limits open space dedication requirements in land subdivisions to not more than 20 percent of the land to be subdivided, effective July 1, 2018.

Allows municipalities to accept fees paid to the municipality or a combination of fees and land transfers in lieu of open space requirements, with total value not exceeding 10 percent of the subdivision's fair market value.

Exempts subdivisions of fewer than five parcels being transferred to family members for no consideration, and subdivisions containing 20 percent or more affordable housing from open space requirements.

Requires fair market value of land to be determined by an appraiser jointly selected by the planning commission and the applicant when fees and land transfers are used as alternatives.

Establishes that fees shall be paid incrementally upon sale of each approved parcel and placed into a municipal fund in accordance with existing statute provisions.
