Amends section 9-4a(b)(2) to update voter guide requirements for candidate contact information, effective October 1, 2018.

Defines "contact information" to include campaign mailing address, telephone number, facsimile number, electronic mail address, and Internet web site for candidates for President, Vice-President, U.S. Congress, Governor, Lieutenant Governor, and other state offices.

Allows voter guides to provide contact information for federal candidates (President, Vice-President, U.S. Congress) through electronic links to the Federal Election Commission's Internet web site.

Amends section 9-706(g)(3) to require the commission to publish application review schedules and meeting schedules on its Internet web site and with the Secretary of the State, effective October 1, 2018.
