Adds new exemption allowing candidate committees for state senator or state representative candidates to feature or refer to state-wide office candidates in campaign communications, unless the communication expressly promotes the state-wide candidate's success.

Permits candidate committees for Governor and Lieutenant Governor nominees to promote each other's election after the political party nominates both candidates for the general election ballot.

Defines "state-wide office" to mean Governor, Lieutenant Governor, Secretary of the State, State Treasurer, State Comptroller, or Attorney General for purposes of campaign communication rules.

Modifies campaign finance law by establishing that certain cross-candidate communications do not constitute reportable contributions under the state's campaign finance regulations.
