Requires the Secretary of the State to post a conspicuous notice on their website adjacent to the absentee ballot application form stating that applications may only be downloaded for personal use, immediate family use, or designee use, effective October 1, 2018.

Mandates the notice include an advisory statement about absentee voting requirements under statute section 9-140(k).

Directs the State Elections Enforcement Commission, in consultation with the Secretary of the State, to prepare and post a summary of absentee voting law requirements and prohibitions on their respective websites.

Requires candidates and political party chairpersons to distribute the absentee voting law summary to their campaign and party employees and volunteers.
