State agencies must obtain Attorney General approval before making settlement or nondisclosure payments of $100,000 or more to resigning or retiring employees to avoid litigation costs, effective October 1, 2018

Agencies must submit proposed payments and agreements to the Attorney General at least 30 days before execution

Attorney General must issue a written decision approving or disapproving the payment within 30 calendar days of receipt, with written explanation of the decision

If disapproved, the agency has 15 days to renegotiate and resubmit the agreement for Attorney General review

Attorney General must send summaries of all decisions to legislative leadership and relevant joint standing committees within 15 days of the decision
