Amends section 51-199 to require the Supreme Court to decide only legal issues presented by parties, with exception for jurisdictional issues which may be raised at any time (effective October 1, 2018).

Modifies section 51-197a to limit the Appellate Court's jurisdiction to deciding only legal issues presented by the parties in appeals from Superior Court (effective October 1, 2018).

Revises section 51-164s to confirm Superior Court as the sole court of original jurisdiction for all causes of action except those assigned to probate courts, with exclusive jurisdiction to determine credibility and find facts in cases at law, equity, and criminal matters (effective October 1, 2018).

Preserves the transfer of all jurisdiction formerly exercised by the Court of Common Pleas and Juvenile Court to the Superior Court as of July 1, 1978.
