Prohibits state agencies from making payments to resigning or retiring employees to avoid litigation costs or enforce nondisparagement agreements, except through Attorney General settlement agreements or Governor authorization, effective October 1, 2018

Prohibits quasi-public agencies from making any payments to resigning or retiring employees for purposes of avoiding litigation costs or pursuant to nondisparagement agreements, effective October 1, 2018

Prevents nondisparagement and settlement agreements from prohibiting employees from making complaints or providing information under whistleblower protection statutes (sections 4-61dd and 4-276 to 4-280)

Applies restrictions to state agencies including all executive branch departments, boards, commissions, institutions, and public institutions of higher education
