Establishes a working group convened by the Commissioner of Mental Health and Addiction Services to evaluate methods of combating the opioid epidemic, including investigation of methadone treatment programs, opioid antagonist availability, and emergency medical services opioid access.

Requires pharmacists to review the electronic prescription drug monitoring program before dispensing any opioid drug to patients for purposes of monitoring controlled substances obtained by the patient.

Mandates hospitals, emergency medical services providers, and health care providers to report opioid drug overdoses to the appropriate municipal or district health department without disclosing personally identifiable information.

Prohibits disclosure of overdose report information through freedom of information requests and protects such information from subpoena or judicial/administrative proceeding discovery.

Appropriates $25 million to the Department of Mental Health and Addiction Services for fiscal year 2019 for screening, early intervention, and treatment referral of persons with opioid use disorder.
