Expands notification requirements for student arrests to include nonpublic schools, technical high schools, and institutions of higher education, effective October 1, 2018.

Allows schools and institutions to share arrest information with security and safety personnel for discipline and safety planning purposes, with restrictions on permanent record placement and further disclosure.

Adds juvenile sex offense violations (sections 53a-223b, 53a-223c, 54-250 to 54-254, 54-260) and violation of protective orders as delinquent acts for children under sixteen and sixteen to seventeen year-olds.

Requires disclosure of juvenile delinquency records involving alcohol and drug offenses to the Department of Motor Vehicles for administrative license sanctions.

Adds youthful offenders adjudicated for felony-level offenses to the list of persons prohibited from possessing firearms, ammunition, or electronic defense weapons.
