Establishes a working group to study the criminal laws of Connecticut, focusing on titles 53 and 53a of the general statutes to recommend legislative changes.

Working group consists of seven members with criminal law expertise, appointed by legislative leaders: Speaker of the House, President Pro Tempore of the Senate, Senate Republican President Pro Tempore, Majority Leader of the House, Majority Leader of the Senate, Minority Leader of the House, and Deputy Senate Republican President Pro Tempore.

Requires the working group to submit a report with findings and recommendations to the joint standing committee on the judiciary no later than January 1, 2019.

Working group terminates upon submission of the report or January 1, 2019, whichever occurs later.
