Establishes a wellness initiative for Department of Correction employees who interact with inmates, including employee assistance programs, peer support, stress management training, critical incident stress response, and periodic wellness fairs, effective July 1, 2018.

Transfers reporting responsibility for earned risk reduction credits from the Commissioner of Correction to the Criminal Justice Policy and Planning Division, with reports due quarterly starting January 1, 2019 and posted online within 30 days.

Changes verification of risk reduction credits from the warden level to the commissioner or commissioner's designee prior to inmate release.

Expands the types of entities that can purchase products from correctional institution industries to include benefit corporations created under chapter 604.

Repeals section 18-84a regarding discharge savings accounts and removes references to discharge savings account deposits from inmate compensation disbursement priorities and procedures, effective October 1, 2018.
