Requires courts to permit crime victims to make oral statements or submit written statements prior to sentencing or acceptance of plea agreements, with statements relating to facts, penalties, injuries, financial losses, and lost earnings.

Authorizes courts to postpone acceptance of negotiated pleas or sentences to allow victims adequate notification and opportunity to be present or submit statements.

Mandates state's attorneys notify victims of sentencing hearing dates, times, and places if victims request to make statements, and requires notification that victims may request plea agreement terms in writing.

Requires state's attorneys to personally notify peace officers who are crime victims of sentencing hearings when the defendant is charged with assaulting a peace officer under section 53a-167c.

Upon victim request, requires state's attorneys to provide written plea agreement terms, including maximum imprisonment periods, risk reduction credit eligibility, and parole eligibility information when sentences exceed two years.
