Prevents closure of L.W. Batchelder Elementary School and requires it to continue operating as a district/neighborhood school for preschool through grade 5 in Hartford school district starting July 1, 2018.

Requires Montessori Magnet school (formerly at Moylan/McDonough Campuses) to be colocated at L.W. Batchelder Elementary School as an interdistrict magnet program.

Guarantees enrollment at L.W. Batchelder to current students and lottery winners through grade 5, with lottery preferences given to siblings, school employee children, and students within 0.9 miles of the school.

Authorizes state bonds not exceeding $1.5 million for costs associated with colocation, including alterations and renovations to accommodate the Montessori Magnet school.

Allows interdistrict magnet schools operating under Milo Sheff court orders to conduct enrollment lotteries without district participation agreements, with specified preferences for the L.W. Batchelder location.
