Establishes an out-of-state retailer shipper's permit for wine allowing direct sales and shipment to Connecticut consumers, effective July 1, 2018, with an annual fee of $250.

Requires shippers to include "CONTAINS ALCOHOL—SIGNATURE OF A PERSON AGE 21 OR OLDER REQUIRED FOR DELIVERY" on all wine shipping labels and obtain valid ID verification before delivery.

Limits wine shipments to 5 gallons per consumer per 60-day period and prohibits shipments to addresses where local option laws prohibit alcohol sales.

Requires out-of-state wine shippers to register with the Department of Revenue Services, pay all applicable sales and alcoholic beverage taxes, and maintain detailed sales records subject to audit by the Department of Consumer Protection.

Modifies in-state transporter permit requirements to clarify that transporters are not responsible for shipping label statements or determining shipping addresses when delivering wine for authorized shippers.
